WHAT BENEFIT IS THERE IN DOING A PHASE I ESA

Phase I Environmental Site Assessments have become an industry standard. Why? Because if you buy a property without doing a Phase I ESA and contamination is discovered on the property at a later date, you become liable for the clean-up. A Phase I ESA can be considered a type of “insurance policy” against environmental liability.

WHAT DOES A PHASE I ESA INVOLVE

First, a Phase I ESA involves a complete history (back to at least 1940 per the ASTM Standard) of the site with respect to past uses and/or development. Historical uses of the subject property may have created recognized environmental conditions which can be detrimental to the property. DeLisle uses many sources to obtain information necessary to fully investigate a property. Second, a trained project manager will visit the site and complete a detailed inspection of the property noting the current site condition. Finally, a review of surrounding properties is made to determine if there are any potential sources of contamination in the area that are likely to impact the subject property. All of the data collected will then be summarized in the final Phase I Environmental Site Assessment Report.

DOES A PHASE I INVOLVE SAMPLING

No. The Phase I ESA is a document which determines the likelihood that contamination might exist on the property. If it is determined that sampling is necessary to either confirm or nullify this possibility, a Phase II proposal will be generated.

ASTM NON-SCOPE CONSIDERATIONS

A Phase I ESA is conducted in accordance with ASTM Standards. These standards may not cover all the potential problems a property may have. Therefore, DeLisle recommends that the purchaser be aware of these Non-Scope Considerations which are normally not covered under a standard Phase I ESA.
